These are oil based. They're made in Japan. I love all Japanese brands. They make the best. They're incredibly smooth with vibrant colors. I highly recommend these if you love to color. They're similar to Holbien and Polychromos without the price. $.50 each compared to $3-5 is definitely worth it.
